Board of Commissioners Regular Meeting

Police Officer Swearing-In The board recognized a ceremonial item at the start of the meeting.

• A new police officer was sworn in before the board, with the Chief of Police participating in the ceremony.

Monthly Finance Report Staff presented a new recurring financial report requested by the board earlier in the year.

Budget Amendment – K-9 Unit Grant Funds The board considered a budget amendment related to grant funding received for the police department's K-9 program.

• The amendment moves $7,500 in grant money from a general revenue account into the designated K-9 supplies expenditure line, bringing that budget line from $2,000 to $9,500.
• A motion was made to approve the budget amendment. The amendment was approved by the board.

Spencer Heights Speed Bump Study Following a request from the previous meeting, staff presented proposed locations for additional speed bumps in the Spencer Heights neighborhood.

• Town Manager, Police Chief, and Public Works staff conducted an on-site review of the neighborhood and identified two proposed speed bump locations: one on Sun River Drive and one on Wicklow Road near the bottom of a steep hill.
• Staff identified the Sun River location as the higher priority, as vehicles coming down the hill from the existing speed bump on Wicklow have little to slow them before reaching that intersection.
• The board agreed that staff should reach out to the Spencer Heights HOA to gather resident input before any final decision is made. The HOA president had recently attended a community meeting and expressed willingness to engage.
• No vote was taken; the item will return after staff consults with the HOA.

Town Manager's Report The Town Manager provided several updates on town activities and operations.

• The YMCA will be hosting youth soccer leagues at the Ranlo Ball Field, with approximately 114 children participating. Practices are expected on Mondays and Tuesdays, with games on Saturdays, beginning within approximately two weeks of the meeting.
• National Night Out was recognized as a success, with thanks extended to the Police Department, Fire Department, and community partners whose donations made the event possible.
• Town staff, police, and public works responded to a significant storm event on the day of the meeting. Town Hall lost power, and the Emergency Operations Center was relocated to the fire department. Staff were praised for their effective response.

Commissioner Comments – Local Olympian Recognition A commissioner shared exciting news about a Ranlo resident who competed in the 2024 Paris Olympics.

• A young Ranlo resident competed in the Paris Olympics, which the commissioner described as a first for the town. State Senator Brad Overcash also reached out to the mayor regarding the achievement.
• The commissioner expressed a desire to plan a permanent, lasting tribute or recognition for the athlete and suggested inviting her to serve as Grand Marshal of an upcoming town event upon her return.
• The board expressed enthusiasm for honoring the athlete; specific plans will be developed in coordination with the family.
