Board of Commissioners Regular Meeting

Swearing-In of New Town Clerk The board welcomed Sarah M. Rowan as the Town's new Town Clerk, who was sworn into office at this meeting.

• Sarah Rowan took her oath of office as Town Clerk. The Town Manager noted that she holds a bachelor's degree in Urban and Public Management from Virginia Tech and is currently pursuing a master's degree in Public Administration.
• Town Attorney Jonathan David Bland also took his oath of office at this meeting, as the ceremony had been postponed due to COVID-19 when he was originally hired.

Employee Personnel Policy Update The board considered revisions and updates to the Town's employee personnel policy.

• Staff noted there were no major policy changes — updates included a revised employee acknowledgement form, updated employment law language, clarifications to the Town's at-will employment policy, adjustments to how vacation time is accrued, and incorporation of three addendums previously adopted in August 2020.
• The board approved the updated personnel policy. Motion carried unanimously.

American Rescue Plan Act Funds — Special Fund Creation The board considered a resolution to create a dedicated fund for the Town's American Rescue Plan Act (ARPA) allocation.

• The Town Manager reported that Ranlo has been awarded approximately $1.1 million in ARPA funding.
• A separate special fund is required by law to prevent the ARPA dollars from being commingled with the Town's general operating funds. The resolution formally accepts the funds upon distribution from the State.
• The board approved the resolution. Motion carried unanimously.

Powell Bill Certification The board considered approval of the Powell Bill certified statement, which is used to secure State road maintenance funding for town-maintained streets.

• Staff reported that the State has opened the Powell Bill certification process. The Town maintains approximately 17.3 miles of paved roads eligible for Powell Bill funding.
• The board approved the certification and authorized the Mayor to sign and submit the paperwork to Raleigh. Motion carried unanimously.

Manager's Report The Town Manager provided updates on upcoming community events.

• The Ranlo Police Department will host National Night Out on the evening of August 3rd at the community building.
• The Town's annual fireworks show was scheduled for that coming Saturday evening, with festivities beginning early at the park — including the splash pad — and fireworks starting around dusk or 9:00 p.m.
